The original secret police of the Realm and is composed of extremely cunning and clever Outcaste Dragon-Blooded that the Empress could find to appoint to such positions. In pursuing their duties, they would wander the Blessed Isle and the Threshold satrapies looking for wrongdoing and correcting it.

Among those duties they are required to deal such crimes as bandetry on the roads of the Realm to corruption among the bureaucrats of the Realm. Stability and security in the terriroties of the Scarlet Empire.

Before the disappearance of the Empress the magistrates enjoyed great latitude, even to the point where they could execute other Dragon-Bloods without having to go though any judiciary processes, answering only to their patroness. Now that she is gone, they are answerable to no one. However, this also means they no longer have the advantage of the Empress' patronage protecting them from their varried enemies - formed either in the course of their duties or from their often shady existence before being appointed as a Magistrate. This has lead them to being called the Magistry of Hares, because they start and run like rabbits.

Like other Dragon-Blooded, the Magistrates rarely work alone, having several assistants called Archons. These people are as shady as their masters and often have as many enemies as the Magistrates they work for.

Magistrates are ranked according to the number of archons they are allowed to recruit and sponsor. Those with four, 12, 18 and 25 archons are the most common rankings.
