The Intelligence Initiative was the second branch of Office #3 (that is publicly acknowledged to exist within Shinigami circles) to have been established, after the Detention Unit. Its chief purpose is to gather knowledge through any means necessary.

Whether through human intel, communications interruption, or other methods, the Initiative was developed to know the enemy before any Shinigami engaged in combat, as knowledge has always been power. However, the internal bickering and ultimate corruption (most positions in the Initiative are given specifically to members of the one of the noble families) has yielded an ineffective agency that still maintains control over the dangerous Strategic Service. Furthermore, the Shinigami of the Initiative are as complacent as any others, believing (perhaps until the recent movements of the Espada) in the superiority of the Shinigami as a whole over other life forms.
