I could not make the meeting today but here are some initial thoughts based on 18 years of employment as a CO, my active involvement in the EAUT/JCNC and my membership of the CIPD with a special interest in staff development and training.

Professional development remains the responsibility of your employer and should form part of your core conditions of service. These conditions are negotiated on your behalf with your employer by the recognised campus trade unions via the established joint consultative negotiating procedures

Newly appointed academic staff have a professional development programme that was the outcome of such negotiations between the EAUT (now the UCU) and and the University. See:

The same mechanism should be used to develop a similar scheme for COs: this of course requries the Forum to engage with the appropriate recognised campus unions to effect this.
