From what I know, that's not correct (and Rystil corrected it in the Chromatic Order description). Manzanita just chose Tharol as a placeholder of sorts.

Proximity to the Tower of Earth

Once again, scale rears it's ugly head. Based on SRD movement rates, Tharol as described is somewhere around 400 to 700 miles from Orussus. If the disc is 25,000 miles across, that would be nowhere near the Tower of Earth or any conceivable "Earth Tower Region". I suppose it comes down to just what we want the scale of EnWorld to be. I don't have a problem with the region a few hundred miles northeast of Orussus being somewhat similar to the region around the Tower of Earth, if that helps the world to come together. - El Jefe, in the Thread Recompilation.
