The {{TMSThereArePlannedChanges}} template should be added to the top of a wiki page when a TMS Wiki editor has plans to make significant changes to a wiki page. The editor should describe those changes prominently on the talk page because this template will send the reader to the talk page and the reader will expect to see something.
