The Civil Service

The Civil Service is the generic collective term employed to describe the body of State employees of the Small Island Nation. There are many types of persons classified as Civil Servants: Ministrial Appointees and Career Civil Servants.

[edit] Ministrial Appointees

Ministrial Appointees are members of the Civil Service who are appointed to thier positions by the President of the Small Island Nation. This does not include just the Cabinet Ministers, who head thier departments in the name of the President and vote in Parliament; it includes any person placed at any position within any of the ministries, regardless of rank. Thus, the Deputy Vice-Underminister of Ecology for Waste Removal would classify as a Ministrial Appointee, even though he reports to the Minister of Ecology and has minimal pay.

Ministrial Appointees have become stereotyped as incompetant political appointees. This is unfair, as the Cabinet has shown itself to be exceedingly competant, and the number of other Appointees is kept low.

[edit] Career Civil Servants

Career Civli Servants are well-qualified individuals who have elected to make serving thier nation thier life. These persons most often have some sort of college degree, usually a B.A/B.S for office-type jobs, although "street level" employees may posess an Associate's Degree obtained from a Work Training Program while they are employed by SIN.

Many career civil servants work in the ministries, exectuting the directives of the government in whatever fasion they are assigned. Many other civil servants work in one of the three Independent Service Bureaux: The Bureau of the Post Office, The Bureau of Energy Generation, and the Bureau of Human Resources and Internal Affairs.

It is rule that the heads of the Independent Service Bureaux must be chosen from the ranks of the Head's immediate underlings. This keeps the Services professional and free from cronyism.

[edit] The Bureau of the Post Office

The Bureau of the Post Office is the government agency charged with delivering letters and parcels throughout the nation.

The Bureau Personel are organized into three ranks: Post Carrier, Post Officer, and Post Master. Post Carriers perform all the grunt work at the Post Offices, including the eponymous carrying. Post Officers oversee and manage the Post Offices in each settlement. The Post Master is the Head of the Bureau of the Post Office, and manages the entire network.

[edit] Bureau of Energy Generation

The Bureau of Energy Generation is in charge of managing the North Island Nuclear Power Plant and the East Island Tidal Generators, and maintaining the power lines, transformers, and other infrastructure. The head of this agency is the Chief Engineer.

[edit] Bureu of Human Resources and Internal Affairs

This government agency is charged with hiring and firing members of all branches of the Civil Service, and enforcing administrative regulations. The head of this Bureau is The Inspector General.
