Decimation

After altering reality so Mutants and Metahumans were the dominant race The Scarlet Witch then changed reality again, this time attempting to rid the world of the mutant gene. 90% of the world's Mutants and Metahumans lost their powers overnight. The Xavier Institute became a haven for those who still had their powers, many of them attempting to escape persecution. Against the wishes of Institute professors Emma Frost and Scott Summers, the government assigned Sentinel Squad ONE to protect the mansion and it's inhabitants.

It has been revealed that the energy previously possessed by the mutants was orbiting Earth after the events of M Day. While passing some orbiting rocks, the energy awakened Vulcan (Gabriel Summers). Eventually leaving orbit and entering atmosphere, the energy was absorbed by the Collective.

In a battle between Vulcan and the X-men, Vulcan killed a huge number of civilians (including 60 school children). This led the US government to introduce a "Living Weapon of Mass Destruction" registry for all super-powered beings. Iron Man attempts to persuade his Illuminati colleagues to support the SRA (Superhuman Registration Act), in order to diffuse it. Iron Man predicts that some super-human or group of super-humans will eventually make a mistake that will cost hundreds of lives. After such an event, he went on to predict, the government would inevitably rush to make an example of someone, or everyone, in the super-human community by passing legislation that would be even more restrictive or persecutory towards them then the proposed SRA. By supporting the Act before it is passed, he suggests, he and his fellow Illuminati might be able to help avert such possible future tragedies and also, by becoming a part of the process, help moderate the legislation so that it would have the minimum possible negative effect on the super-human community.

The Timebroker and the Exiles arrive in the timestream and inform the Illuminati that if they do not support Iron Man and the SRA a civil war will break out, followed by a Days of Future Past. Their argument is convincing and the other Illuminati agree. They convince their respective teams, races, and societies to support the SRA. And, just as the Timebroker predicted in her pleading argument, there is peace.

Years later, the world is still at peace, especially the United States and Canada. Any black markets are quickly quelled by S.H.I.E.L.D.. Crimes are predicted and stopped by a trust of telepaths and psychics. Aliens are invited by S.W.O.R.D. to live in harmony with humans on earth. The ensuing relations between humans and aliens invites dozens of alliances, eliminating wars (such as that with the Skrulls) before they can possibly begin.

Yet some call the state of affairs a dystopia. Normal humans not employed by the system are disgusted by the surveillance, the constant security, and fear that they will be held for a crime not yet commited. Fear of the totalitarian regime. But how can one rebel when their very thoughts are constantly monitored?
