The Ministry of the Treasury

From BluWiki

The Ministry of the Treasury of The Small Island Nation is in charge of most Small Island Nation monetary dealings. These duties include, but are not limited to: tax collection, tariff collection, the printing of money, and the payment to other agencies. These duties are caried out by the Minister and his crack squad of 12 staff members.

[edit] Taxation

Taxation occurs at every place a tourist/citizen purchases a good/service. This percent, generally 6%, is tacked onto the initial charge. This flat rate, however, does not coincide with the rate of taxation on casino winnings. Gambling institutions will require a 10% cut of any casino winnings, regardless of the amount won. This amount is calculated by the casino using a pre-check/post-check method. When a customer initially walks into the casino, they will be required to state the exact amount of money they are carrying. This amount may be checked, and then will be printed on a slip of paper to be carried around by the customer at all times while within the casino walls. After the customer is finished gambling, they may leave, but are required to be checked once again. This check determines their post-gambling winnings, by subtracting the initial from the final. If the number is found to be negative or zero, no taxation shall occur. Taxation will occur, however, on any positive number. This style of taxation requires regular pickup by the Ministry of the Treasury staff. As a precaution, regular audits on casinos will be made, the interval of which shall be no more than 2 and 1/2 years.

[edit] Agency Payment

The Ministry of the Treasury is required to approve of all monetary transactions needed in the payment of agencies connected with the government. These agencies require money to help the government operate, along with salaries for all it's members. The Ministry of the Treasury is in charge of calculating and doling out payment for all government employees and officials.

[edit] Printing of Money

The Currency of Small Island Nation is printed on the island, and is supervised by the Minister of the Treasury. From the press, the money is then carted into the second section of the press, which is the holding block for all money. From here, the money is shipped to all the banks. From these banks the money is then circulated. The Minister of the Treasury is charged with the task of how much money is to be circulated

[edit] Staffing

The total staff of the Ministry of the Treasury consists of 13 people. The Minister leads the 12 others in what to do and how things shall be accomplished. In terms of Ministry of the Treasury knowledge, there are three: the Minister's, the Senior Staffmember's, and the Junior Staffmember's. The highest level is that of the Minister's, while the Junior Staffmembers have the lowest. Overall, there are 4 Senior Staffmembers, and each of them is in charge of teaching 2 individual Junior members.

[edit] Succession

Succession in the department is handled completely internally, as it promotes an inner network of trust and reliability. Succession is only required when a member slot needs to be filled, which occurs due to death or the Minister's removal by the new/returning President or removal midterm. When choosing a new Minister, the President will generally consider one of the Senior Members, as they have the most experience and usually know how things should go. Once they have been chosen, this leaves a gap for a Senior Member (this gap may also be created in the event of a Senior Member's death). This gap will be filled by a Junior Member who has proven their worth, and while this decision is made by the Senior Members, the Minister can give recommendations. Once this member has been chosen, it is up to the Minister to pick a new Junior Member.

[edit] Recent Suspicions

Recently, suspicions have been aroused by allegations that the current Minister of the Treasury has been siphoning money out of the government treasury. Reports claim he "skims off the top, bottom, and all 4 sides" of the proverbial money barrel. Aside from this being bogus, as a barrel has not 4 sides but 1 continuous side, the Minister has openly denied this claim and is open to being audited by his own ministry.
