Capsule Lab: fuses orbs and other less useful artifacts into better ones. See UC: artifacts for details.
Destroy System: destroys unwanted systems. This is mostly useful to get rid of the sol systems most races start with once better systems are producing enough income. Consider making a new system from the sol system leaving only 100 planets in the sol before you destroy it.
Upgrade System: costs the system level times 10000 planet, and upgrades the system to the next level (which is usually an improvement worth having). Some systems (like Orion) can't be upgraded.
Space Program 1 to 5: more planets for a system of your choice every 18 hours. Build as many space programs as you can, it's all cumulative!
System Defense 1 to 5: can be activated every 36 hours for augmenting your system defense by the project number. Not cumulative with any other use of system defense, so feel free to skip some of those projects or delay them a lot; they're expensive.
Minister`s Office: allows you to hire, sack, or move ministers to the system you want them to lead. Hiring a new minister costs 5 millions and they always have a bad trait, and sometimes one or two good ones.
Minister`s Training: allows you to train your ministers. See UC: ministers
Recon Center: allows you to see the infrastructure of colonies by going to this project before you go to intel. This is most useful in knowing if your vassals are managing their infrastructure efficiently; and in not wasting sabotages against loyalty 5000 systems.
Sabotage Center: allows you to poison the population and sabotage the infrastructure of people out of damage protection every 15 seconds (5 million $ per attempt, planets with loyalty of 5000 are virtually immune).
Temple, Banjoran: occasionally brings extremely weak rewards if you have the top temple in the game. Not worth it until Stephen changes it.
Temple, Orion: sometimes brings very weak rewards if you have the top temple in the game. Not worth it until Stephen changes it.
Temple, Century: brings weak rewards if you have the top temple in the game. Not worth it until Stephen changes it.
I-tech library: allows you to change your infrastructure levels to other infrastructure types; one use only UNLESS you never researched I-tech and used the project first; then you get a second chance at building the project after you research i-tech.
I-tech lab: at the end of the i-tech type research is a project costing 500 turns and lots of $ to give halve the cost of infrastructure reseach. Research this only when your infrastructure level is over 100 and use it when there are the maximum of research to be done in the current infrastructure level; the research to be done will be halved (saving you 1250 turns out of 2500) and the next level will be back at 2500. This saves 550 turns total, if you count the project research and project turn cost.
